CP Economics

11/16 through 11/24

Monday:

Test on Markets

 

Tuesday and Wednesday:

Supply and demand:

Students will be able to do the following:

1. Draw supply and demand graphs

2. Determine shortages, surpluses and the amount

3. Define price ceilings and price floors

4. Use supply and demand graphs to show what will happen to price and quantity when there is a shift in equilibrium.

- students will work examples in class to prepare for test.

 

Thursday

We will have the test on Supply and Demand

Students will also watch the movie Norma Rae. This applies to labor unions and how a plant becomes unionized.

 

Friday: Students will finish the movie Norma Rae and will turn in the quiz on the Movie.

 

Monday:

Students will get notes on Corporations and will learn how to read the stock page.  They will go over types of businesses, stock, and how to set up a corporation.

 

Tuesday

Students will take an open notes test on Corporations.

7. Students will list exceptions to the law of demand.

The students will start covering the basic information about demand.

Students will work with demand graphs answering questions about the graphs.

 

-Thursday 11/5

We will finish the information with a study guide and go over the study guide for a grade.  That will be a quiz grade.

3. Explain the purpose of a bank and how that purpose is accomplished.

4. Explain how the FED oversees the banking system.

5. Give examples of services banks provide.

Friday January 9th Through Wednesday January 14th:

These days will be spent reviewing and taking the final exam.

The students will spend Monday through Thursday reviewing for a practice AP Government exam.  An overview of all government standards will be covered at this time.

 

The assessment for this section will be taking a practice AP Government Exam.

 

January 9th through 14th will be spent reviewing and taking the government exam.

Class: Economics Honors (Periods 1 and 2)

Monday (12/1 through Friday 12/5)

 

Objectives:

The students will be able to:

1. Describe the factors that affect workers entering the labor force.

2. Explain how the US labor force has changed over time.

3. Analyze how the US government affects labor.

4. Trace the history of the labor movement in the US.

5. Identify the main challenges facing unions today.

6. Examine how government attitudes toward labor unions have changed.

7. List the major issues discussed in collective bargaining.

8. Explain how unions and management reach a contract agreement.

9. Identify the negotiating tactics unions and management use.

 

Standards Covered: 2.2, 2.3, and 2.4

 

Method used to teach this section will be lecture, notes, class discussion and the video Norma Rae.  The video covers the challenges people faced setting up a labor union in the textile industry in the early 70’s.

 

Assessments:

The students will take a test on the notes.

The students will take a quiz on the film.

 

 

Organized Labor Notes

 

Government and Workers:

 

-School attendance laws were the first step the government took in improving the workforce.

 

- Over time, the government has gotten more involved with workers.  Especially since the 1960’s

 

- Examples of actions taken by the government

 

1. antidiscrimination laws- laws aimed at protecting workers from discrimination in hiring, promoting, and firing.

Ex. Equal Pay Act of 1963, Civil rights Act of 1964, establishment of the Equal Employment Opportunity Commission (EEOC) All of these are examples of how the Federal Government has acted against discrimination in the job market.

 

                - Affirmative Action- Programs designed to eliminate racial and                 gender bias in areas that traditionally had been discriminatory.

 

                - resulted in quotas- reaching certain numbers of          minorities.  Have been found unconstitutional.

                Regents of the University of California v. Bakke            (1978)- The Supreme Court rules strict quotas                are                 unconstitutional.

 

2. Minimum wage- ensure workers are paid a basic level of income.

                Created by the Fair Labor Standards Act of 1938-         The first minimum                wage was 40 cents an hour.

 

Labor Union- an organization of workers that negotiates with employers for better wages, improved working conditions, and job security.

 

2 types of unions:

1. Craft Union- a union composed of one trade’s skilled workers.

2. Industrial Union- a union composed of skilled, semiskilled, and unskilled workers.

 

Types of Plants:

Open Shop- Type of business that you did not have to be a member of a union to get a job.

 

Closed Shop- type of business you had to be a member of a union to get a job.

 

Early Unions:

Knights of Labor- one of the most successful of the early unions.

 

American Federation of Labor- originally a craft union meant to improve wages

 

Congress of Industrial Unions- an industrial union.

 

There are three ways unions are organized:  local unions, National Unions, and Independent Unions.

 

Reasons for the decline in labor union memberships:

1.  Employer Opposition- they don’t want workers telling them what to do.  Mainly they don’t want to pay the higher wages.

 

2. Changes in Employment patterns- people no longer work in factories and now perform services.  These industries are less unionized.

 

3.  Negative Public Opinion- The public looks negatively upon unions.  They want wages that are too high and the leaders are corrupt.

 

Labor Contract Issues:

1. Wages

2. Fringe Benefits- non wage payments including paid sick days, vacation, and holidays.

3. Working Conditions

4. Job Security- who gets to keep their jobs during a layoff

                - Seniority is the holding of privileges based on the     number of years a                worker has been employed.

5. Union Security- workers are free to join a union if they want.

6. Grievance Procedures- process by which a person registers a complaint.

 

Collective Bargaining- Where workers and Management sit down to discuss the previous contract issues.

 

Mediation- a neutral third party makes a suggestion that is not binding to workers or management.

 

Arbitration- a neutral third party makes a suggestion that binds workers and management.

 

When Unions and Management don’t agree:

Unions Can:

Strike- workers refuse to work

Picket- to protest with signs

Boycott- refusing to buy products

 

Management Can:

Hire Replacement Workers

Have a Lockout- refuse to let striking workers come back to work

Injunction- a court order forbidding a strike.

 

More Facts to know:

 

- John L. Lewis became president of the Congress of Industrial Organizations in 1938.

 

- Samuel Gompers was the first President of the American Federation of Labor.

 

- Massive unemployment during the Great Depression of the 1930’s weakened the union movement.

Economics Test 2 Notes

- Economic System- the way a nation uses it resources to satisfy people’s wants and needs.

 

3 questions all economies must answer:

1. What should be produced?

2. How should goods and services be produced?

3. Who should share in what is produced?

 

4 Types of economic systems:

1. Traditional Economy- economic decisions are based on history and religion.  Examples: Amish people, countries in South America and Africa

 

2. Command System- the government owns the factors of production and answers the economic questions through central planning.

            Drawbacks:

            a. low productivity

            b. wasted resources

            c. shortages

            d. poor quality products

            examples: Old USSR and China

 

3. Market/ Free Market/ Capitalistic System- individuals own the factors of production.

- Economic decisions are based on the Market.

- Market- a freely chosen activity between buyers and sellers.

- purchases = votes- if people buy it, it will be made.

 

4. Mixed System- contains characteristics of Traditional, Command, and Capitalistic economies.

US is a mixed system because of minimum wage, welfare, unemployment, government regulations on businesses, and social security.

 

The American Economy:

Adam Smith- Wealth of Nations (1776)

- He is known as the founder of modern economics and the father of capitalism.

- He promoted a laissez faire approach to an economic system.  The government should let people act in their own economic self interest.

- His theory was based on the “invisible hand”- if people were left alone they would be guided by an invisible hand that would lead them to:

            1. Choose jobs for which they were best suited.

            2. make products that would benefit society because society would want them.

            3. Use resources efficiently because waste would cost money.

 

- A second idea of Smith is the division of labor:

- Division of labor- breaking a task up into its smaller parts will make workers more productive.

Example: The assembly line

 

6 Characteristics of the American Economy:  How Adam Smith would react as compared to how the US reacts to these:

1.  The Role of Government:

            Adam Smith says the Government should do the            following:

            a. National Defense

            b. eliminate business practices that limit trade

            c. issue money

            d. tax people for public works

            e. settle legal disputes

            f. protect the public (example the police)

            The US agrees with all of these but goes farther:

            a. Federal agencies regulate businesses

            b. provides for the public well being

            c. Provide public goods

 

2. Free enterprise- individuals are free to start any business they choose.

            Adam Smith felt the market would allow a business to succeed or fail without     government intervention.

            The US feels there must be legal businesses, set age minimums on when you can start     work and professionals must pass exams.

 

3. Freedom of Choice-

            Adam Smith believed consumers may buy what they wish.

            The US sets safety standards for products like toys

            The US also sets age minimums on purchasing products. For example, you must be 21 to buy alcoholic beverages.

            Rates movies and TV shows

 

4. Private Property- Things owned by individuals.

            Adam Smith said people should be able to do what they want with their property.

            The US puts zoning requirements on property that limits what people can do with their   land.

            Eminent Domain- The government can take your property for public use but must pay    you for it.

 

5. Profit Incentive- The desire to make money.

            This is what drives businesses to make products people want.

            The US will not let certain businesses go bankrupt.        Example:  Ford can’t go bankrupt         because of the number of jobs they provide the economy.

 

6. Competition- rivalry among producers and sellers of similar goods.  The US makes sure the competition is fair.

 

Goals of the Capitalistic Economy:

1. Economic Growth- expansion of the economy to produce more goods, jobs, and wealth.

2. Economic Efficiency- wise use of resources

3. Maintain a High Standard of living.  Standard of living is the average value of goods and services used by people in a given period of time.

 

Benefits of the American Economy:

1. High Level of economic and personal freedom.

2. High standard of living

3. Diverse lifestyles

 

 

 

Chapter 12

The Presidency

 

- Presidents and Prime Ministers-

- The president is an American invention

- 16 countries have directly elected presidents and 13 are located in North and South America

- In Europe, no countries have a purely presidential system and only France has a President but is combined with a Prime Minister.

- A Prime Minister is chosen by the Legislature.  He/she is the chief executive.

 

Differences in the President and Prime Minister:

1. The president is an outsider while the PM is already a part of the legislature so they are automatically an insider.  Clinton, Carter, and Reagan are examples of Presidents that did not hold a national office before becoming President.

 

2. President chooses cabinet members from outside Congress while the PM chooses people for his cabinet already in Parliament.

            - Most are close personal friends, campaign aids, representatives of important constituencies, experts on various policy issues, or a combination of all three.

            - no member of the legislature is allowed to serve in the executive branch while holding an office in the legislature.

 

3. Presidents have no guaranteed majority in the legislature- Of course a President can be a Republican and have a Democratic Congress.  A Prime Minister is always a member of the Majority party or he would not be in power.

 

            - Divided Government-

- Where one party controls the legislative branch and one party controls the executive branch

- Unified Government- where the same party controls the legislative branch and the executive branch

- gridlock- when congress and the president can’t get legislation passed.  Can happen with a unified government or a divided government.

 

- Gridlock happens with either type of legislative and executive make up because legislators vote in the best interest of their constituents.  They really don’t take party loyalties into account.  For ex. Clinton got more done after Republicans got control of Congress in 1994 than he did from 1992 until then.

 

- The reason for gridlock is the President really has no control over what gets passed and what doesn’t.  He is not a member of the Legislature so he can only ask and influence.

 

- Another reason for gridlock is we are a representative democracy.  This causes deliberations, broad based coalitions to form and compromises to get legislation passed.

 

- This is different from a direct democracy.  In this, legislation passes that the majority wants.

 

- The Evolution of the Presidency-

- The framers originally debated about having basically an elected monarch with a great deal of power.  They also debated about having an Executive Committee but finally settled on one person being elected President.  Suggested by James Wilson.

- This idea of the President was made possible by the fact the Framers assumed George Washington would be the first President.  They also wanted one President because he could better lead a large country that would be challenged by foreign nations.

 

- Concerns of the Founders-

- People were concerned the new President could use the military to overtake the states or the President would be a pawn of the Senate because they approved treaties.

 

- Call him Mr. President because they wanted to separate themselves from a King and Royalty.

 

- Electoral College-

- Each state gets the number of Rep. + 2 Senators

- Electors are chosen how the state wants to.

- In SC we have 8 electors

- Nationwide total Electoral votes = 538

            HOR 435

            Senate = 100

            DC = 3

- Number of votes needed to win = 270

- If no candidate gets 270 the election go to the House and each state gets one vote. Top 5 candidates get voted on.

- Faithless Electors- Vote for another candidate besides the one that won. 24 states make it a crime.  The last time it happened was in West Virginia in the 1988 election

- 12th amendment changed how the VP was elected

- In 48 states the winner of the state wins all electoral votes

- In Maine and Nebraska they split their electoral votes

            How it works:

            Maine = 4 votes

            Winner of the state is guaranteed 2 votes

Each winner of the congressional districts gets one vote per district.

 

- Powers of the President:

            1. Commander in chief

2. Grants pardons for federal offenses (not state of impeachment)

            3. Convene Congress in special sessions

            4. Host Foreign Ambassadors and VIP’s

            5. Execute Laws

            6. Appoint people to some federal offices

 

- Powers of the President with the Senate:

            1. Make Treaties

            2. Appoint ambassadors, judges, and high officials

 

- Congress as a whole

            Approve Legislation

 

Requirements to become President:

            1. Natural Born Citizen

            2. minimum of 35

            3. Resident of the US for 14 years

 

 

- The Presidents People-

            Chief of Staff- He is known as the gate keeper to the President.  He controls who gets to meet with the President.  He also talks to the rest of the advisors such as the Press secretary and figures out the best way to handle situations.

 

            Executive office of the President-

            - Found on page 344 of your book

- Basically they advise the President on domestic and Foreign affairs including economic policy.

 

Presidents Cabinet (13 offices)

- Chart on Page 345 and add Homeland Security

- Not really an advisory body.  If something comes up dealing with an issue that is under that department he will talk to his cabinet member because they are in charge of that agency.

- During a State of the union address, one cabinet member is flying around in Air Force One in case some kills all of the leaders at the State of the Union Address

- Most of these people appointed are put there because they are friends of the President or they did a great deal to get him elected.

 

- Independent Agencies are appointed positions and serve a set term.  An example is the Federal Reserve which serves 14 years.

- Examples can be found on Page 347

 

- Presidential Terms in office:

            Found in Amendment 22 – Limit the President to 2 terms.  Maximum number of years a Person can be President is 10 years.  They can serve 2 years of a Presidents term and be elected twice.  If a person serves more than 2 years of a Presidents term they can only be elected to one term.

- This came about because of FDR.  He was elected to 4 terms and totally broke the tradition of only serving a maximum of 2 terms.

 

- Presidential Succession: Est. by the Presidential Succession Act of 1947

            1. VP

            2. Speaker of the House

            3. President Pro Tempore of the Senate

            4. Cabinet in order of the office created

 

- Replacement of VP and Presidential Disability:

- Found in Amendment 25 passed in 1967

- came about because of the Assassination of JFK. There was no way to replace the VP after the Assassination of the President and it was the Cold War and Congress was afraid of not having a VP in place.

- The 25th Amendment:

            1. President dies or resigns the VP becomes President

2. If the VP rises to the presidency, resigns, of dies, the President will appoint a VP with approval of a majority of both Houses of Congress

3. If the President will be in a state where he can’t carry out his duties, he will send a letter to the Pres Pro Tempore of the Senate and the Speaker of the House telling them he is turning over power temporarily to the VP and the VP becomes acting President.  When the President is able to return to Power, he will notify the same people and power will be restored to the President.

4.         A. If the President becomes unable to carry out his duties, for example he is shot and is in surgery, has a stroke, or just goes crazy, the VP and a majority of the cabinet can declare the President unfit to serve and the VP will become acting President.

 

B. The President can inform the Pres Pro Tempore of the Senate and Speaker of the House he is now fit to resume his office he will resume his powers unless the VP and a majority of the cabinet says he is still unfit.

 

C. At this point it goes to both houses of Congress and they have 21 days to debate the situation and vote. If 2/3’ s of both houses of congress feels the President is unfit to resume then the VP remains acting President.  If they don’t get 2/3’s of both houses then the President resumes his powers.

 

- President’s Relationship with Congress depends on his power.  If he is a popular President he can have a lot of influence on the number of bills he can get Congressmen to introduce and Pass.  He has a legislative liaison that will let him know the mood of Congress

- The Presidents biggest advantage is the fact he is one person and can get on TV and talk about Congress and their action or inaction on a bill.  He has a great deal of influence over the public is he is a popular President.

- The President has to spend money appropriated by Congress. Congress passed the Budget Reform Act of 1974 that states the President must spend money appropriated by Congress.

 

- Vice President-

            He is chosen basically to get votes for the President in Campaigns.  He really is not an advisor to the President and he has 3 jobs. First he waits on the President to die, goes and visits foreign nations the President does not want to, and cast tie breaking votes in the Senate.

 

- Presidential Trivia-

Political Parties Notes

 

-Political Parties- A group of people with certain broad common interests who join together to nominate candidates for public office.

 

- 2-Party System- A system with 2 main Parties and other minor parties.  In the US the 2 main Parties are the Democrats and Republicans.

 

- Opposition Party- The party not in office.

                - Republicans have the Presidency so the Democrats are the      opposing Party.

                - Republicans have more seats in the Senate and the House of Representatives so the Democrats are the opposing Party.

 

- The Development of Political Parties:

                - Political Parties are not mentioned in the Constitution.              They came into existence at the end of Washington’s second   term.

                - The first 2 Political Parties in the US were the Federalists          and the Democratic Republicans.

                - Federalists- were led by Alexander Hamilton.  He wanted a       strong National Government.  He wanted a loose          interpretation of the Constitution.

                - Democratic/Republicans- Led by Thomas Jefferson and           wanted a tight interpretation of the constitution.

 

- Development of political parties up to the Civil War:

- The Federalists were gone after 1816.

- The Democratic/Republicans were left. 

- In 1828 the Party Split into the Democrats and the National Republicans because of John Quincy Adams running against Andrew Jackson.

- Both Parties split again over Slavery.

- Democrats did not form 2 new parties.  They became the Southern Democrats and the Northern Democrats.

- The National Republicans split into the Republicans (popular in the north) and the Whigs (popular in the south).

- Lincoln never set foot in the south and still won the Presidential Election.

 

- National Nominating Convention- Meets every 4 years to nominate the President and write the parties platform.

- Party Platform- lists the beliefs of the party on economic and social issues.

- State Committee- Nominate Candidates for state office and help them get elected.

- Precinct- The smallest unit of a political party.

 

- Why a 2-Party System?

                1. Most Americans share common goals. Examples could be      private ownership, democracy, and the right to privacy.

                2. People have different views of how these goals.  That is         the reason for a 2 party system.

 

- Political Spectrum-

Far Left                                                  Moderates                                                             Far Right

Reactionary liberals                             liberal democrats                  facists

Communists and                  conservative republicans   reactionary

Socialists                                                               liberal democrats                  right

                                                                                Independents

 

- Third Parties- are formed to oppose the two major parties (Democrats and Republicans).

- 2 problems third parties have are:

                1. Getting Money

                2. Getting their candidates name on the ballot.

 

- How Candidates are Nominated:

                1. Petition- you decide you want to run. You have to get             enough signatures of registered voters to get your name on      the ballot.

                2. Caucus- Candidates are elected at party meetings.

                3. Nominating Convention- Party has a formal meeting and         nominates candidates.

 

- Direct Primary- voters choose one candidate from each party to run in a general election.

- 2 Types of Primaries:

                1. Closed primary- only republicans vote in the republican          primary and only the democrats can vote in the democratic                 primary.  When you register to vote you have to register            either democrat or republican.  You can register independent,    but you would not be able to vote in one of the primaries.

 

                2. Open Primaries- Anybody can vote in either primary but         they have to choose one to vote in.

 

- Party’s ticket- Made up of the Presidential and Vice-Presidential Candidates.

 

- Balancing the ticket- A President will sometimes pick someone from a different part of the country to try and pick up votes.  Example, John Kerry chose John Edwards in an attempt to get votes in the South.

 

What Happens at the National Nominating Convention:

1. Keynote Address

2. Appointment of Committees

3. Candidates names are placed in Nomination

4. Roll call of states

5. Person is officially nominated

6. Acceptance speech is given

 

Influencing Politicians:

1. Interest Groups- organizations of people who share the same ideas and try to influence public policy on issues.  Examples are the NRA, NOW, Green peace, AMA

 

2. Lobbyist- People paid to influence Congressmen. 

 

3. PAC’s- Political Action Committees- are legal entities set up by interest groups to collect and spend money on political issues and candidates.
