CONS= TITUTION OF SOUTH FLORENCE STUDENT COUNCIL

 

Article I

 

Name

 

T= he name of this organization shall be the South Florence High School Student Counci= l.

 

Article II

 

Affiliation and Co-ordination

 

T= his chapter of the Student Council is an integral part of the central organization of t= he South Carolina Association of Student Councils.

Article III<= /b>

 

Purpose

 

T= he purpose of this organization shall be the promotion of leadership, good character, and school spirit at South Florence High School.

Article IV

 

Membership

 

T= he membership of this organization is based on an election of the class or stu= dent body.  The candidate with the plurality of votes receives the office.&nb= sp; Candidates must have and maintain an over all “C” averag= e. To run for election, students on the A/B schedule may have no record of suspen= sions (OSS or= ISS) during the school year. Students on the 4X4 schedule may not have any record of suspensions during second semester to be eligible to run for office. If an officer receives OSS or ISS during their time in office, that officer must relinquish their posi= tion and the officer below them in succession will move up.  If a position is left vacant becau= se of this, an election can be held to fill that position.

 

Article V

 

Officers

 

<= span style=3D'mso-spacerun:yes'>     The officers of = the South Florence Council shall be Student Body Officers and Class Officers (all consisting of a President, Vice-President, Secretary, and Treasurer).  The student body will elect office= rs for Student Body Officers during the preceding school year. Each individual cla= ss will elect Class Officers during the fall of the next school year.  Freshmen Class Officers will be el= ected by a plurality of their class during the fall of their school year. The Stu= dent Council Advisor has final say of when elections will take place. All potent= ial officers must petition for their office (Student Body Officers can petition= the SF student body and Class Officers can only petition their class), be a mem= ber of the class for which they are seeking office, show proof of grades being = at least a “C” average with teacher’s signature, and a paren= tal permission form signed in order to run for office.    

The requirements to become Treasurer of the Student Coun= cil are to be a rising sophomore, junior, or senior.  To be Secretary of the Student Cou= ncil, a student must be a rising sophomore, junior, or senior.  To be Vice-President, a student mu= st be a rising junior.  To be Presid= ent of the Student Council, a student must be a rising senior.  All Officers of the Student Counci= l must not have any record of ISS or = OSS during the school year preceding their petition or during their term of off= ice.

The requirements to become a Class Officer are to be a member of the class for which they are petitioning.  All Class Officers must show proof= with a teacher’s signature that their grades average to a “C”,= and must not have any record of ISS or OSS during the school year preceding their petition or during their term of off= ice.

The Treasurer of the Student Body is responsible for the general finances of the Student Council.&n= bsp; The Treasurer of each class is responsible for the general finances = of their class.  They must keep accurate records and accounts of all financial transactions.  Treasurer of the Student Body is t= o make regular financial statements to the Student Council while Class Treasurers = are to make regular financial statements to their respective classes.

The Secretary of the Student Body is responsible for tak= ing roll at each meeting of the Student Council and to consult with the Secreta= ry of each class on the attendance record of their respective Class Officers.<= span style=3D'mso-spacerun:yes'>  The Secretary of each Class Office= is responsible for keeping a roll of attendance of their Class Officers.  The Secretary of the Student Body = is responsible for keeping accurate minutes of each meeting of the Student Council.  The Secretary of each Class Office is responsible for keeping accurate minutes of each Student Council meeting and Class meetings.  The Secretary of the Student Body and each Class Secretary are to ha= ndle and inform their membership of all Student Council and/or Class Office correspondence.

The Vice-President of the Student Body and each Class Vice-President are to act in the place of the President in the event of the latter’s absence and to chair all committees assigned to him/her.

The President of the Student Body is to preside at all meetings of the Student Council and the Student Body.  The Student Body President is to l= ead and direct all Student Council activities, carry out all objectives of the Student Council, and to represent the Student Council to other organizations.  The President = of each Class is preside over all Class meetings, to lead and direct all of th= eir Class activities, to carry out the objectives of their Class, and to repres= ent their Class to other organizations. 

 

Article VI

 

Executive Council

 

The Executive Council consists of all Student Body and o= ne Officer from each class (who has been selected by the Officers of that Clas= s), Principal, Mr. Neal Vincent and Student Council Advisor, Mrs. Rebecca M. Cooper.  Executive Council wil= l meet when deemed necessary by the Student Body President and the Student Council Advisor.  The purpose of the Executive Council is to reward outstanding Officers, to reprimand an Office= r, to dismiss an Officer, or for any purpose that may arise during the school year.

Article VII<= /b>

 

Dismissal from Office

 

Officers of the Student Council and of Classes must be a student of South Florence High School, maintain a “C” average, and have no record of ISS or OSS.&n= bsp; During the school year, Student Council and Class Officers cannot mi= ss more than one service project or two Student Council meetings.  Failure to comply with this rule w= ill result in dismissal from office.  All officers may be removed from office if tardiness becomes an issu= e as well.  Executive Council has f= inal say of any and all dismissals.  Any officer who is being considered for dismissal may attend the meeting of the Executive Council to voice his/her grievance.

 

Article VIII=

 

Committees

 

The Student Body President, with consultation of the Stu= dent Council Advisor, may appoint committees as deemed necessary to carry out the functions and projects of the South Florence Student Council.  The chairman of each committee wil= l be selected by a majority vote of the committee itself.  Committee members may be chosen on= a voluntary basis or by appointment by the Student Body President. 


 

Article IX

 

Meetings

 

Regular meetings will take place on the first Wednesday = of every month during the school year.  The Student Council Advisor and the Student Body President will designate the time and place for these meetings.  The Student Body President, after consultation and approval form the Student Council Advisor, may call special meetings.

Class Office meetings may be called by Class Presidents = with approval from Class Advisors.  Times and places of these meetings will be designated by the Class Advisors.=

Services

 

Besides endeavoring at all times to be of service to South Florence High School and its student body by upholding high standards or good character and conduct, this Student Council shall--after consultation with and approval of the Student Council Advisor—may undertake worth while service projects.

 

Article XI

 

Amending the Constitution

 

The Constitution of this Student Council may be amended = by a two-thirds vote of the membership at any meeting where a quorum is present, provided that notice of the proposed amendment has been given at a previous meeting.

 

Amendment I

 

1A Representatives<= span style=3D'font-size:12.0pt;font-family:Arial'>

 

1A Representatives may be chosen by a majority vote of t= heir 1A class to be come members of the Student Council.  A two-thirds vote of the Student C= ouncil must deem it necessary to have 1A Representatives in order for their electi= on to take place.  1A Representat= ives must have an overall “C” average and no record of suspension –ISS or OSS during the school year they are serving.&n= bsp; 1A Representatives may only miss two meetings and two projects.  The Class Secretary for the class = they are a member of is responsible for keeping their attendance record.

Character Clause

 

As the elected leaders of South Florence High School, all St= udent Council members must reflect the highest of moral character.  This entails having the highest of= moral character outside of Sout= h Florence High School as well.  If it comes to the attention of Mr= s. Cooper, Mr. Vincent, or Executive Council that a Student Council memberR= 17;s character needs to be scrutinized, that Student Council member will be brou= ght before the Executive Council and could be dismissed from office.  This includes all activities outsi= de of school, web pages, face book, My Space, etc.
